Ability to customize/edit the summary template. We have been asking for this for 5 YEARS!!! Merged

The progress summary template is unable to be edited. We have been told for OVER 5 YEARS that this was on the list of things to be updated. Our summaries are not an accurate reflection of all goals and some things need to be added based on what is required for medical necessity.
